What is the Civic Betterment Party?
The CBP is a platform-neutral nominating committee made up of residents from all areas of the village. Their only focus is to seek, select, and support individuals willing to offer quality leadership to our Village and Library. We are all members of the Civic Betterment. Those who have lived in Glen Ellyn for a year and are over 18 years of age are eligible to vote in the CBP elections at the Town Meeting on November 22nd or at early voting opportunities. Winners will be placed on the ballot in the spring consolidated election.

Mark Pfefferman, 48, lives at 681 Marston Avenue with spouse Martha and two young sons. He started school in Glen Ellyn in 7th grade. Mark is employed as Director of Business Intelligence at TransUnion. Currently, he is Chair of the Business Leader Advisory Counsel at College of DuPage and a member of the Citizens Advisory Counsel of Glen Ellyn CCSD 89. Among other positions, Mark previously served as a Village Trustee and College of DuPage trustee. Mark says “The board’s vision, planning and decisions should reflect the character of our residents and the Village. We need to set high expectations; act with integrity, transparency and a winning attitude; enhance communication; collaborate, listen and build consensus to address the financial and revitalization issues ahead.”

Tim Armstrong, 44, a 19 year resident, lives at 621 Euclid Ave., with his wife, Suzanne and their two daughters, Jenny and Katie. Tim has degrees in Psychology and Political Science from the University of Denver and received his J.D. from the John Marshall Law School. He is an attorney in private practice, opening his own law firm in 1998. Currently, Tim is a Village Trustee. Previously, he was on the Zoning Board of Appeals. Tim says, "These are exciting times for Glen Ellyn. The next Village Board will have an opportunity to re-develop the downtown area. The next Village President must be able to articulate the Board’s vision and then have the leadership and communication skills to see that it is implemented."

Jay Strayer, Resident - 33 years, 593 Midway Park, Spouse - Kay. Five children. Vice-Chair Plan Commission; Trustee 1999 - 2003; BA (Econ), JD and MBA - Kansas University. Former positions: KU Business School Advisory Board; Past President - GE United Way; Member - CBP Nominating Committee; Trustee - PEP; Treasurer - Glenbard West Boosters; Director - GE Children's Chorus; Retired Naval Reserve Officer. Current PADS volunteer. Service Awards – DAR and Prairie Winds GS Council. Former executive three NYSE companies. Attorney - Huck Bouma PC. Jay says: "Responsible financial/budget management and proactive leadership of the Village Board are my first priorities. I will implement positive Village policies so our business community will be more successful and use my business & law experience to deliver municipal services more efficiently. I will always listen and be receptive to citizen's concerns."

Andrea Draths, 52, a 20 year resident, lives at 370 N. Park Boulevard with husband Marty. They raised 3 daughters in Glen Ellyn. Andrea was elected Village Clerk in 2005 and has lived in the area her entire life. Andrea grew up in neighboring Lombard, graduated from Glenbard East, attended Northern Illinois University and belongs to St. Petronille parish. Andrea has served on various volunteer organizations and been involved with municipal government as a Village employee since 1995. Andrea says “Glen Ellyn has a proud history of volunteers and we have enjoyed a tradition of strong Village leadership. I believe we must look forward and work together with our professional staff toward the economic viability of the Village, including an enhanced CBD resulting from the implementation of the downtown strategic plan.

Phillip Hartweg, 64, a 36 year resident, 487 Hawthorne with spouse Pam. They have 3 children. BS in social studies/psychology - Illinois State and an MS in counseling - Northern Illinois. He runs his own insurance business. An Architectural Review Commissioner. Member and Vice President of the Glen Ellyn Economic Development Corporation; Vice President - Roosevelt Road area and President of the Glen Ellyn Chamber of Commerce; twice President of the Kiwanis Club of Central DuPage. Phil says. "I believe my considerable training and experience in listening to people and their issues/concerns and assisting them develop plans to solve these issues is key in public service. Improving the channels of communication between community and government is imperative for everyone in the Village and its continued prosperity."

Carl Henninger, 53, raised in Glen Ellyn, now lives at 158 Lambert Rd. with his wife Dawn and their two children. Carl is a consultant to supermarkets and their suppliers. Carl is an active volunteer at Faith Lutheran Church, where he currently serves as Treasurer and as a hurricane reconstruction volunteer. A former member of the Girls Softball Association board, Carl has been very involved in Park District sports programs as a player and coach. Carl states “In these tough economic times it will be important to maximize revenues, other than property taxes, while continuing the Board’s tradition of conservative spending. The Village’s government must be transparent and accountable and must provide the means to ensure that citizens have ample opportunities to express their views.”

Joseph Salamunovich, 49, lives at 721 Meredith Place with his wife Meredith and their children, Alexandra and Andrew. Joseph is Vice President-General Counsel of ATC Technology Corporation (Nasdaq: ATAC) and prior to that he was a partner with the law firm Gibson, Dunn & Crutcher. He volunteers with organizations such as the Glen Ellyn Historical Society and the Muscular Dystrophy Association and is a past President of the Oakhurst North Homeowners Association in Aurora, Illinois. Joseph says, “Meeting our community’s challenges requires leaders with significant business experience, a talent for creative problem solving, and the ability to get things done. I believe that in my 22 years as a transactional lawyer and general counsel of a public company I’ve developed that experience, talent and ability.”

Robert Friedberg, 46, a 15-year Glen Ellyn resident, lives at 641 Pleasant Avenue with his wife Marisa and their two children, Emma and Joshua. Robert is the Vice-President of Operations for Central DuPage Hospital. He holds a BA in Health Care Systems from the University of Rochester and a Masters degree in Health Administration from Cornell University. “I believe that Village Trustees are entrusted by the community to provide leadership, directly and honestly discuss issues, provide a vision for future planning, and offer solutions for today’s challenges. I look forward to the opportunity to serve our community."

Chris Wilson, 60, a 47 year resident, lives at 537 Phillips and has two grown sons. After graduating from Elmhurst College, Chris substitute taught in Glen Ellyn schools and then was a partner in a design and manufacturing business for 15 years. Currently Chris is senior accountant and analyst with Vanguard Health Systems. In 2002 she joined Citizens for Glen Ellyn Preservation and was president from 2004 - 2008. She served on the District 41 Facility Development Committee in 2006 and the Civic Betterment Nominating Committee in 2006 and 2008. Chris states: "I am deeply committed to the spirit and character of our community. Drawing upon my financial and analytical business background, I will carefully weigh all sides of the complex issues which affect our quality of life, such as downtown revitalization, thoughtful growth and conservation.

Peter Cooper, 49, a 15 year resident, resides at 393 Hill Avenue, with spouse Celia Rodee and 2 of their 4 children. Peter holds a B.A. in Government from Cornell University and a J.D. from New York University, and is a partner with Lawrence Kamin, a Chicago law firm. Previously, Peter served on the District 41 Citizens’ Committee: Future Directions, co-chaired the Fund Our Future campaign, acted as Legislative Chair for the Lincoln PTA, and coached Lakers soccer and served on the GETSO Board. Peter and his family currently serve as P.A.D.S. volunteers. Peter says: “Glen Ellyn faces myriad challenges. To address these, Trustees, working with the Village staff and consulting with the community, must exhibit discipline and creativity in charting a course through these difficulties. Simultaneously, the Board must work to preserve the character of the community while embracing new ideas and new neighbors.”

Diane McGinley, 37, is a 5 year resident and lives with husband Ed and two daughters. Diane founded Go Downtown! to revitalize the downtown and give residents a voice. She has attended the majority of Village Board and Workshop meetings for the past 1 1/2 years and attended various Plan Commission and EDC Board meetings. Diane is currently President of the Glen Ellyn Junior Woman's Club and was Welcoming Chair for Newcomer’s. Diane believes that "Trustees must help build a strong, cohesive Board with a vision to enhance Village communication, leadership, trust and morale. Trustees should remain open-minded on issues and encouraging of resident participation. We should focus on contributing to the overall revitalization and economic well-being of the Village.
Candidates for Library Trustee, 4-year term (vote for up to 3)
Linda Richman, 53, a 24 year resident, lives at 214 North Main Street , with spouse Art. They have 2 children. Currently, Linda services as the president of the Glen Ellyn Library Board and holds a Masters Degree in Social Work from University of Wisconsin , Madison . In the past Linda has also served in various positions for the Glen Ellyn League of Women Voters. Linda says: I believe the central role of the Glen Ellyn Library is to be a welcoming community resource for Lifelong Learning for all Glen Ellyn citizens. We can achieve this goal by retaining an excellent &n relevant print collection, keeping up with technological advances, remaining highly visible through effective PR and being user friendly.
Randolph (“Ran”) Sailer, 53 has been a resident of Glen Ellyn since 1997 and a Library Trustee since 2005. After a 20-year career as a corporate attorney with significant experience in municipal and corporate finance, Ran is currently a “house husband” for his hard-working wife Susan, a second grade teacher at Ben Franklin School. His nine-year old daughter Frankie is a fourth grader at Ben Franklin. Ran says, “My main goal for the next four years is to ensure the development and implementation of a comprehensive capital repair and maintenance plan which includes necessary funding. This will allow the Library’s Director and staff to focus on expanding and refining the already excellent service provided by the Library.”
Mark Luginbill, 56, is a 52-year resident. He and his wife Karen are the parents of two children. Mark holds a B.S. in Finance and an MBA, both from the University of Illinois, Champaign. In addition, he is a CPA. Mark has worked for Navistar for 28 years serving in a variety of accounting and finance positions. He has served on the Civic Betterment Nominating Committee since 2004. Mark says “The Library is a resource that Glen Ellyn can be proud of. The Library Board must ensure that the Library remains financially prudent, technologically current and has an up-to-date collection. The Board and staff should continue to develop programs that increase the community’s interest in the Library.”
