Library Board, Village Trustee and CBP Member - What we do!

For many years, the Civic Betterment Party has helped individuals like you become more involved in the village, and eventually to run for elected office in the Village. The goals of the CBP are to identify potential candidates for the various elected offices in Glen Ellyn, to ensure that they understand the duties of the various elected officials in the Village, and to assist them in the election process.

What does the Library Board Do?

The Library Board provides leadership and guidance to the salaried staff of the Glen Ellyn Public Library. It sets polices, review budgets and helps maintain relationships between the Library and the residents of the Village.

The Board holds its regular meetings on the third Monday of each month at 7:30 p.m. in the Trustees Room on the third floor of the Library.

What does a Village Trustee Do?

The Board of Trustees is charged with setting policies, approving budgets, and generally overseeing the activities of the Village management. Much of its work involves reviewing and approving the work of the various appointed boards and commissions. There are six Trustees led by a separately elected Village President.

The Village President is elected for a term of four years. As the chief executive officer, the Village President performs a variety of duties as required by State Statute and Village Code. These duties include, but are not limited to, serving as the presiding officer at Village Board meetings, serving as the Village's Liquor Commissioner, and, with the advice and consent of the Village Trustees, appointment of the Village Manager, Village Attorney, Village Prosecutor, and all members of citizen Boards and Commissions except the Village Board of Trustees. Compensation for the Village President is $50 per month. By community tradition, the Village President serves one, four year term of office.

The Village Board of Trustees is comprised of six Trustees who are elected to four year terms. Elections are held in odd numbered years such that the six Trustees are elected on a staggered basis, with three positions elected every two years. The Village Trustees, along with the Village President, make certain decisions to maintain and enhance the health, safety and welfare of the citizens of the Village of Glen Ellyn. These decisions include, but are not limited to, matters of Village finances including the approval of the annual Village Budget; approval of contracts; responsiveness to citizen concerns; establishment of, and variations to, building, zoning, subdivision and traffic codes; and establishment of license fees and other charges. Trustees also serve as Village Board liaisons to the various other standing Boards and Commissions. Each Trustee receives compensation of $20 per month. By community tradition, Trustees serve one, 4 year term of office.

The Village President and the Board of Trustees determine appointments to the 14 permanent and various Ad Hoc citizen Boards and Commissions which provide invaluable service to the Village of Glen Ellyn. There are ninety-nine(99) positions in all permanent Village Boards and Commissions. These appointments are all volunteer positions with specific areas of responsibility such as the Plan Commission or the Zoning Board of Appeals. Citizen advisory boards and commissions meet throughout the year and most meetings are held during evening hours and are open to the public.

The Board meets on the second and fourth Mondays of each month at 8 p.m. (These meetings are broadcast live on cable). The Village Board conducts workshop meetings on the second and third Mondays at 7 p.m.

What does the Civic Betterment Party Do?

Prior to each election, a nominating committee, comprised of residents appointed and elected from the various school attendance districts within the Village, is convened. This committee is charged with identifying potential candidates for elected office and encouraging them to learn more about the office. (Although many potential candidates have learned about village governance from their service on various appointed boards and commissions within the Village, many have not.) In the early fall, the nominating committee as a whole meets with the identified individuals. Through a question and answer session with each candidate, the nominating committee explores the various issues involved in Village Governance. After meeting with all of the identified potential candidates, the nominating committee prepares a slate of nominees to present to the Town Meeting in November. (This slate traditionally includes two or more candidates for each position to be filled.)

Prior to the town meeting, candidates seeking nomination (whether as a result of the regular nominating process or through the procedures for nominations from the floor) will have the option to video tape a short speech that will be broadcast on the local cable channel. At the Town Meeting, the candidates can meet with the residents of Glen Ellyn and have the option to give a short speech. Village residents attending the Town Meeting choose those candidates whose names will appear on the ballot in the primary (if a primary is held) and in the general elections the following spring. The CBP assists the winning candidates in preparing and filing the necessary nominating petitions and candidates’ statements.
